The Board of the Nova Scotia College of Nursing (NSCN) is pleased to announce the appointment of Douglas Bungay as NSCN’s new CEO & Registrar, effective March 31, 2025. Doug brings a wealth of experience and a demonstrated commitment to nursing regulation, making him an exceptional choice to lead NSCN into the future.

Doug’s leadership journey with regulation began when he joined the College of Licensed Practical Nurses of Nova Scotia as the Director of Professional Practice and Policy. Upon the creation of NSCN, Doug was appointed as the Director of Standards, Guidance, and Customer Service, and became the Senior Director of Legislated Services and Deputy Registrar in 2019. Doug is a well-respected and active member within the provincial and national nursing regulatory landscape. Doug has led the work to modernize NSCN’s registration practices, including expediting the process for those seeking a nursing licence in Nova Scotia.

Throughout his career, Doug has practiced as a front-line nurse (as both a licensed practical nurse and as a registered nurse), a practice leader, in administration, and then in nursing regulation, bringing a keen understanding of the health system in Nova Scotia and Canada. As a proven senior leader in nursing regulation, Doug is a respected colleague who works collaboratively with his peers, governments, national and international regulatory councils and committees.

“We are delighted to share that Doug is our new CEO and Registrar of NSCN,” says Board Chair, Parteek (Gunny) Brar. “Doug’s extensive leadership experience and established credibility with key partners provincially and nationally and the NSCN team position him perfectly to guide our organization now and into the future. His lifelong commitment to effective nursing regulation, combined with his strong clinical and regulatory experience within the province, reinforce his capability to lead NSCN and support the ever-changing healthcare needs of Nova Scotians.”

“I’m pleased to continue to pursue my passion for nursing and public safety,” said Doug. “Working with my committed colleagues and partners in Nova Scotia and across the country, I look forward to continuing our collaborative efforts to evolve, refine, and establish the guidance and approach to nursing that best serves the public interest. I am grateful and humbled to be given the opportunity to lead the organization into the future.”

Doug will work with the current NSCN CEO & Registrar, Sue Smith, to ensure a smooth and seamless transition, upon her planned retirement. We appreciate her leadership and support and sincerely wish Sue all the best in this well-deserved next phase.
